Public Works Dept launches Quality Supervision Manual

MINISTER of Development Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Hj Suyoi Hj Osman officially launched the Public Works Department (PWD) Quality Supervision Manual (QSM) 2013 Edition yesterday.

The PWD Quality Supervision Manual is designed to provide a structured supervision system for quality construction, to strengthen the skills of supervisors, while also empowering them with essential knowledge of best industry practices, said a statement provided at the venue.

PWD has taken steps to review the existing manual so that it is up-to-date according to current practice. The first Public Works Department (PWD) Site Supervisor Manual was produced in 2006 by the Department of Building Services for the employees to be used a guidance and reference in performing their tasks as site supervisors.

The objectives of the manual are to make sure contractors follow and understand the content of the construction works, drawings and specifications; to ensure the quality control; to monitor the progress of the project; to report and ensure problems are resolved timely; and in the long term as a tool to ascertain the building quality and consequent asset value.

In his speech during the launching ceremony, YB Pehin Dato Hj Suyoi said that inability of site supervisor is one of the causes of poor quality of buildings.

“Therefore, efforts are currently being taken to enhance the work quality by increasing control,’’ said the minister.

He said that quality control is carried out by establishing the standards for the construction, inspecting diversion and taking action to correct or minimise any changes.

The control programme, he said, is done by conducting full-time or periodic inspections to ensure that the construction meets the specifications in the contract.

Points will be awarded to each project site according to skill level and specification which will then be used to assess tender offers. It is hoped that through this practice the standard of and productivity in the construction industry will improve.

Still in the same venue, the minster said in his remarks that the PWD Quality Supervision Manual (QSM) 2013 Edition would be shared and distributed to various government agencies as well as to be made available for sale. The copies of the manual then were distributed to representatives of different government agencies during the event.

Also in attendance were Permanent Secretary (Technical and Professional) at the Ministry of Development Dato Paduka Hj Suhaimi Hj Gafar, Permanent Secretary (Administration and Finance) at the Ministry of Development Hj Muhammad Lutfi Abdullah, Director-General of Public Works Department Hj Marzuke Hj Mohsin and the ministry’s officers and staff.
