THE introduction of the Syariah Penal Code dominated this year’s Knowledge Convention (Majlis Ilmu 2013), with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam making the announcement yesterday.

Launched at the International Convention Centre (ICC), the announcement was made in commemoration of His Majesty’s 67th birthday.

Making its way back into Brunei’s legal system, the Syariah Penal Code will be implemented within the next six months in three phases.

Also playing a role in this year’s Knowledge Convention was the launch of the State Mufti’s book The Shari’ah Penal Code: An Introduction, which is published in both Malay and English.

Present to accompany His Majesty at the convention was His Royal Highness Crown Prince Hj Al-Muhtadee Billah, Senior Minister at the Prime Minister’s Office, HRH Prince Mohamed Bolkiah, HRH Prince Hj Sufri Bolkiah, HRH Prince Hj Jefri Bolkiah, and HRH Prince ‘Abdul Malik.

The Minister of Energy at the Prime Minister’s Office Yang Berhormat Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Hj Mohammad Yasmin Hj Umar, said the implementation of such a law is a step forward for Brunei in realising the concept of ‘Negara Zikir’ (Zikir Nation).

“The Syariah Penal Code upholds justice and ensures that everyone is protected in this country,” he said.

It is hoped that the public will make use of this year’s Knowledge Convention to familiarise and enlighten themselves on matters pertaining to the Syariah Penal Code and its benefits.

Forums and lectures presented by local and overseas specialists on matters relating to the understanding of the code have been scheduled throughout the convention to foster awareness among the public.

The convention also includes an exhibition comprising posters explaining certain penal codes to be carried out, especially on _qisas _which touches on sentencing criminals equal to the degree of crimes committed.

The posters displayed also included a historical portrayal of how the Syariah Panel Code came into existence.

There was also a demonstration of lashing carried out by prisons personnel where a dummy was struck with a cane, showing the proper movements and the specific measurements of the cane.

The Knowledge Convention 2013 opens to the public until October 28, while the series of lectures and forums will be held only from October 22 -24.
